A contractor working on water infrastructure on West Third Street, between Rose and Maynard streets, has now installed a temporary cold patch in the new trench cuts in the roadway.
City Council recently asked Bill Scott, city engineer, and Scott Livermore, director of city Public Works Department, about the plan to reduce the bumps over the rest of fall and into winter.
"We have echoed those concerns to the Williamsport Municipal Water Authority to keep the street clean and passable in a satisfactory riding condition," Scott said. "The streets were cleaned of loose stone for move in day for Penn College."
The temporary cold patch is not ideal but the contractor told the city they will be placing a more permanent hot mix asphalt base course into the trenches, he said.
These will remain until the area of West Third Street is properly milled and overlaid with fresh new pavement during the summer of 2027 next year.
Again, the city wanted residents and motorists to know: "Please be aware that the project is not a city sponsored project but is a Williamsport Municipal Water Authority project for a water main replacement," Scott said.
Typically, the city attempts to follow the WMWA in its utility cuts with its paving schedule. The time of the year with the paving season shortly coming to a close prevented this timing for this project.
"We do this every year with our annual liquid fuels paving contract," Scott noted.
Moreover, the WMWA and city cost share and the WMWA pays a percentage of the work effort which equates to about half width of a street unless there are numerous lateral cuts which would trigger 100% compensation and full width resurfacing.
This depends on how many transverse cuts or parallel runs are completed. Also taken into account is the overall wear and tear of a street.
