The Lycoming County Commissioners voted to accept a letter of retirement from David Huffman, register and recorder, effective Feb. 1.
Huffman has been involved in ongoing litigation with the commissioners over the proposed relocation of his office from the Courthouse to Third Street Plaza. Last month Huffman was told that his office had to join other county offices at Third Street Plaza, a move which he had fought citing security issues.
Following the vote, Commissioner Scott Metzger commented, "We want to thank Mr. Hoffman for his years of service to the county and wish him well in the future."
Huffman's term of office runs until the end of next year. According to state statute governing county officials: "in case of a vacancy, happening by death, resignation or otherwise, in any county office created by the Constitution or laws of this Commonwealth, and where no other provision is made by the Constitution, or by this act, to fill the vacancy, it shall be the duty of the Governor to appoint a suitable person to fill such office, who shall continue to hold and discharge the duties of the office until the first Monday in January following the next municipal election occurring not less than ninety days after the occurrence of the vacancy, or for the balance of the unexpired term, whichever period is shorter. If there is a municipal election occurring not less than ninety days after the occurrence of the vacancy, other than the one at which the office ordinarily is filled, then the office shall be filled at that election for the balance of the unexpired term. Such appointee shall be confirmed by the Senate if in session."
In other business at this week's meeting, the commissioners approved a Capital Note Ordinance for a general obligation note in the amount of $5.6 million. The three-year note is for the county's share of the greater Williamsport Levee Rehabilitation Project, while the county waits for state and federal grant reimbursements, which Commissioner Marc Sortman said would probably not come through until some time next year.
The commissioners also approved a tax and revenue anticipation note for $5.5 million which is a short-term loan designed to cover expenditures until next year's tax revenues come in.
Other agenda items approved by the commissioners included: an agreement with Angela Lovecchio, Esq. for legal services at the rate of $90 per hour for legal service and $30 an hour for support staff as needed to be paid out of operating expenses; the changes to the Radiological Annex in the County Emergency Plan; the ratification of the State Food Purchase Program a pass-through agreement for the Central Pennsylvania Food Bank; an agreement with Lycoming College regarding their internship program; a five-year upgrade protection plan with Vicon Industries in the amount of $5,226 for the county's 250 cameras to be paid out of operating expenses; the software system renewal with Central Square in the amount of $80,046 to be paid out of operating expenses; an agreement with Comcast for phone and internet services for MDJ Solomon to be paid out of operating expenses; a three-year agreement with Comcast for Prison Phone lines to be paid out of operating expenses; and an agreement with Comcast for phone and internet services for MDJ Gardner's office to be paid out of operating expenses.
There were no personnel items on the agenda for this week's meeting.
The next commissioners' meeting will be at 10 a.m., Oct. 29 in the Commissioners' Board Room, 3rd floor, Third Street Plaza, 33 W. Third St.
