Born January 4, 1948, in Williamsport, she was the daughter of the late George Parke III and Thelma (Fry) Parke. Following graduation from Montoursville High School in 1965, Elaine devoted a period of her life to staying home and raising her children. She would later go on to work for Primus Technologies for about 18 years until her retirement.
