Can someone explain to me why I have to have a license, pay insurance and registration to drive a vehicle when I see two-wheel scooters, skateboards and bicycles with motors driving as fast as I am at 35 mph, and do they? I saw a guy the other morning a little after dusk and he was dressed in dark clothing and hard to see. Needs to be regulated before an accident happens and someone is killed.
