Why punish the honest?

I just read online where an appellate court upheld the Colorado August 1 requirement of a police Permit to Purchase and training course of honest citizens at gun buyer's expense before an honest citizen can exercise their Second Amendment Right to keep and bear arms. The current gun control laws background checks at $30 each "churns" 20 + million honest gun buyers annually to what good purpose? No criminal attempts to try to pass so they get a friend to be a "straw purchaser" for a gun.

Now, after August 1, in Colorado, an honest person must pass a test to exercise their Second Amendment right. Why? The Constitution was adopted in 1787 and our Pilgrims landed in 1620. So, for 150 years we had Rights Recognized, Not Given, in the Bill of Rights. Will we need a "Permit" to exercise our recognized right to free speech in the First Amendment, or to attend church? How many criminals are lined up to comply with the new Colorado law.

The problem is clear to me as a retired federal agent. The Left thinks Prior Restraints of ALL citizens such as gun permits, gun registration, permits to purchase will curtail crime. The Rights prefers to follow the Bill of Rights and punish those who are wrongdoers. I ask the Left to advise me what they accomplished to reduce crime? I reduced crime when I snapped on my handcuffs and let honest citizens alone. Why punish the honest gun owning 99% when the 1 % often rehabilitated Bad Guys keep ignoring gun control laws?
