Water and sewer infrastructure upgrades proposed for former Lycoming Mall property

The Lycoming Water and Sewer Authority (LCWSA) and Famvest, the current owners and developers of the former Lycoming Mall and Bush House properties, continue their discussions of proposed water and sewer infrastructure for the redevelopment of the site.
Last month it was announced by Jon Jahanshahi, President of Famvest. That mall will be known as "The District at Lycoming Valley."
The two entities, along with Triad Solutions, have worked together to submit a grant application to the Pennsylvania Strategic Invests to Enhance Sites (PA SITES) program. Part of the grant would fund replacement and upgrades of water and sewer infrastructure.
The reason the authority is involved is that PA SITES requires that a municipality or an authority be the applicant.
"They (Triad) have teamed up with us to be the applicant and they basically filled out all the explanation of the grant documentation on behalf of Famvest and us," said Olivia Lopatofsky, LCWSA engineer.
"It was a total of $3.7 million they requested...with a match from Famvest of $1.65 million," she said.
The funds would be used for demolishing existing water and sewer infrastructure and the installation of new, as well as engineering for the project.
The application, which Lapatofsky called preliminary, will be reviewed by the Department of Community and Economic Development (DCED) to choose which application would be a good fit for the program.
"If we are selected, we'll be required to do a more thorough application at that point," she said.
"This is an excellent opportunity for us to partner with Famvest. Obviously we look forward to the redevelopment of the Lycoming Mall. We're happy to partner with them and be the applicant for improvements that are necessary for the infrastructure that will ultimately be LCWSA's water and sewer infrastructure," said Christine Weigle, LCWSA executive director.
"This is the main infrastructure surrounding Lycoming Mall, which is critical not only to the interior of the Mall Circle, but also the out-parcels," Weigle said.
The authority's board approved the grant application at their monthly meeting this week.
