City man arrested in connection with retaliatory shooting, following T.G.I. Fridays killing

A city man has been arrested in connection with a shooting in the 1500 block of Randall Circle in Loyalsock Township that occurred on March 3, 2024.
Damier A. Sams-Glover, 21, of 321 Louisa St., faces several charges, including aggravated assault and discharge of a firearm into an occupied structure for what an affidavit referred to as a “retaliatory” shooting.
The incident took place just before 10 p.m. one day after the fatal shooting of Ahmeen Palmer at the T.G.I. Fridays in Loyalsock Township, and is believed to have been retaliatory in nature.
State police responded to the call, where a juvenile alleged victim related that he had been doing laundry while listening to music and heard only what he believed to be breaking glass.
Looking into the room, the alleged victim stated that he heard the thud of more rounds striking and passing through the door, adding that he could not think of any reason someone might shoot at his residence, an affidavit said.
Following up on a tip, police contacted an Uber driver who related that she had accepted a ride request from someone using the name of “Joey” in the 300 block of Center Street just before 9:30 p.m.
Upon arriving in the area, five or six males wearing all black clothing, hoods and masks that left only their eyes exposed, police said.
While making small talk with the individuals, she learned that they attend Williamsport Area High School, before dropping them off at Lincoln Drive and Randall Circle, she told police, according to an affidavit.
Juvenile Probation assisted police in identifying a juvenile whose ankle monitor had allegedly set off a tamper notification in the 300 block of Center Street, around the time the Uber had arrived.
Questioned on his whereabouts on the night of the shooting, the juvenile said he had spent the night with friends along Center Street. Asked if he had any knowledge of Palmer’s killing the previous night, the juvenile stated that he was good friends with Palmer, but had no additional information.
While interviewing the juvenile’s mother, she called her son, who denied taking part in the shooting, allegedly telling police he was with his friend, Damier, but was hesitant to reveal his address, court documents said.
In a later interview, the juvenile again denied any involvement in the second shooting, but later allegedly admitted to being the one that ordered the Uber.
11 days after the shooting, police served a search warrant on a second juvenile, seizing his phone. The juvenile was given the opportunity to write down several contacts out of his phone prior to police removing it from his possession, with the first one later determined to be Sams-Glover.
Several photos on the phone allegedly displayed individuals dressed in dark clothing wielding firearms near what appeared to be Sams-Glover’s residence created in the early morning hours following the shooting. Based on photos later found on his own phone, one of those pictured appears to be Sams-Glover, investigators said in an affidavit.
Sams-Glover was seemingly disinterested during an interview with police, but denied having any knowledge of the shooting. Informed that he was a suspect and was likely to be arrested for the crime, he stated, “I know.”
A search of Sams-Glover’s phone allegedly revealed several photos of masked and unmasked men posing with various firearms One included an individual making “gang signs ” as another holds an AK47-style rifle, court documents said.
Screenshots were also found on Sams-Glover’s phone depicting a map of the Pennvale Apartments and a street view of a residence in the 2100 block of Loyalsock Drive. This address matched a Google Maps street view of the alleged victim’s residence, authorities said in court filings.
Screenshots of a text conversion were also discovered in which Palmer allegedly asked Sams-Glover to purchase “bullets” for him due to needing a license to do so, an affidavit said.
In March 2025, Ja’hsir Legare, 18, of Freedom House ordered to stand trial for criminal homicide and other charges in the March 2, 2024 shooting death of 15-year-old Palmer. His mother, who testified for the commonwealth at his preliminary hearing, faces a slew of charges in connection with the case.
Sams-Glover was arraigned by District Judge Gary Whiteman on felony charges of aggravated assault,
discharge of a firearm into an occupied structure and misdemeanor charges of simple assault, recklessly endangering another person, corruption of minors and criminal mischief.
He was denied bail and remanded to the Lycoming County Prison.
Sams-Glover is scheduled for a preliminary hearing on Sept. 22.
