Williamsport 16-year-old charged in Randall Circle shooting

A second arrest was made this week in the ongoing investigation of a shooting that occurred last year in which numerous shots were fired at the back of an occupied home in the 1500 block of Randall Circle in Loyalsock Township, according to state police.

Accompanied by his mother, Kharu M. Rorie, a 16-year-old junior at Williamsport Area High, surrendered Thursday afternoon at the office of District Judge Gary Whiteman.

He faces five conspiracy charges for his alleged involvement in the shooting, police said. One person was in the house at the time, police said, adding that no one was injured.

Investigators believe the teen, who is being tried as an adult, was one of about a half a dozen people who were picked up in the city by a riding-share company driver and taken to the township neighborhood on the night of March 3, 2024.

“A total of ten casings and one live round was collected at the rear of the residence,” it was stated in an affidavit filed by Cpl. Chad Kramer.

The shooting occurred one night after teenager Ahmeen Palmer was shot to death in the parking lot of TGI Fridays on East Third Street in the township.

Investigators believe the shooting on Randall Circle was in retaliation for the one that claimed Palmer’s life.

Rorie was “best friends” with Palmer, Rorie’s mother told police, and her son was expected “to celebrate a birthday with friends” at the restaurant on March 2, but he did not attend the party. Instead, he visited with a cousin, Kramer said he was told..

On the night of the second shooting, it is alleged that Rorie, of 2230 W. Third St., Williamsport, and Damier A. Sams-Glover, along with three or four other males, were all picked up at Glover’s then home in the 300 block of Center Street by the ride-sharing driver .

“When they entered the vehicle, all the males were wearing all black clothing, black hoods covering their heads and had black face masks that only showed their eyes,” Kramer said investigators were told On Monday, police arrested Sams-Glover, 21, of Williamsport, and charged him with being the alleged shooter on Randall Circle. He was charged with aggravated assault and related offenses, and was placed in the Lycoming County Prison on no bail.

Rorie has denied to investigators any involvement in the shooting.

Police said surveillance video they obtained during their investigation showed five individuals “wearing all black” running “north on the east side of Loyalsock Middle School” moments after the 9:49 p.m. shooting.

Rorie was arraigned before Whiteman on conspiracy charges to commit aggravated assault, simple assault, recklessly endangering, discharging a firearm into an occupied structure and criminal mischief. Besides his mother, several other family members and friends attended the proceedings. The teenager was released on $75,000

bail and placed immediately in the county’s pre-trial services program; what used to be called supervised bail.
