Another Muncy Township Solicitor resigns

The Muncy Township solicitor has quit, a township official confirms.
According to township Supervisor Heath Ohnmeiss, who said he spoke with Vice Chair Denise Artley, Joseph F. Orso III, who was appointed and accepted the solicitor job on April 9, has resigned. Orso declined to comment when reached by the Sun-Gazette on Wednesday afternoon.
He was appointed to the position, taking over after a period of administrative transition that included the brief, one-day tenure of attorney Timothy A. Schoonover. Solicitors with the firm Perciballi & Williams were serving as the board’s legal adviser prior to the hiring of Schoonover, according to board Chair Supervisor Terri Lauchle in past public meetings.
Orso had been representing the township and its board in recent court challenges taken in Lycoming County and appealed to Commonwealth Court.
Among the large commercial projects before the board is a process underway to review a subdivision to add a lot onto a parcel at the former Best Buy for a Bass Pro Shops Outlet store.
The project is being developed by FAMvest, State College. The board has not signed the Bass Pro-related subdivision leading to the court challenges. FAMvest also has proposed a possible Wawa and Hilton-brand hotel in the vicinity of the former Lycoming Mall, rebranded as The District.
The township also has a Chick-fil-A project underway and progressing at Lycoming Crossings.
Other activity in the township in court involves the Bush House Estates, 701 Lycoming Mall Road and its status, as well as constituents privately suing the board, including over a matter related to the board’s alleged Sunshine Act violation.
