12 charged with DUI

At 9 a.m. on Jan. 28, Jonathan Doss, 27, of 643 Elmira St., was arrested by city police following an early morning incident in which a 2007 Chrysler Town & Country driven by Doss hit a deer and proceeded to leave the roadway near Lycoming Mall and Generations drives, coming to rest in a ditch near The Eye Center.

During initial questioning, Doss related that he had been walking home from Muncy when he stepped in a mud puddle, causing him to twist his ankle, according to court documents. Doss carried no identification, which he said he had recently lost, and denied knowledge of the vehicle, stating that he did not possess a driver’s license, and did not know Kiersten Hill, the registered owner.

Doss had a strong odor of burnt marijuana, muddy shoes, and mud along the left side of his coat, police allege. There was also mud along the front fenders of the vehicle caused by the tires of the vehicle spinning and throwing up the mud.

During a search of Doss, police discovered a leopard print lanyard with an orange dagger, with a set of keys attached. The set included one vehicle key, which did not specify a make or model. Doss told police the keys belonged to his mother, according to an affidavit.

During a police follow up, Hill stated that she had not gone anywhere overnight, and had woke up in the morning to find her vehicle missing, which she had notified city police of, court documents said.

Hill further identified the lanyard found on Doss as hers, and related that Doss and his brother had been at her house late that night.

Upon further police questioning, after initially continuing to deny being behind the wheel, Doss relented, stating “I don’t know what you want me to do., I was doing what I was told to do. I was told to go get some drinks for the kids, that’s it. I wasn’t expecting to hit no [expletive] deer,” an affidavit said.

At that time, Doss was requested to perform a field sobriety test, but was unable to complete it, due to his leg injury.

Doss had an odor of burnt marijuana, a faint odor of alcohol, and bloodshot, water eyes, police allege.

Lab results were positive for the presence of THC.

He was charged with DUI, five summary offenses, waived his preliminary hearing, and was released on $2,500 bail.

In another case, Stephen Lyonga-Momba, 26, of Maryland, was stopped by state police after they observed his 2017 Jaguar F-Pace merge abruptly onto I-80 west near Market Street, without using the proper signals, and accelerate to 97 mph in a posted 55 mph zone on June 1, at 2:15 a.m.

Lyonga-Momba had an odor of alcohol, glassy, bloodshot eyes, and police detected the odor of burnt and raw marijuana coming from the vehicle, according to court documents. Police also believe cologne may have been sprayed in an attempt to cover up the marijuana smell.

Lyonga-Momba related that he had consumed marijuana prior to driving, stating that marijuana was still inside the vehicle, and admitted that he was not a medical marijuana cardholder, police allege.

During a consensual search, police recovered a prepared marijuana cigarette.

Lyonga-Momba failed a field sobriety test, had a BAC of.05, and lab results were positive for the presence of THC.

He was charged with DUI, possession of marijuana, five summary offenses, waived his preliminary hearing, and was released on $5,000 bail.

In another case, city police arrested Robert Harer, 40, of 1040 Dewey Ave., on June 6 at 10:30 p.m., after they were dispatched to 676 Seventh St., for a vehicle accident with the suspect fleeing the scene.

Upon arriving at the scene, police observed a substantial amount of blood outside of the driver’s side of the vehicle, and were told by the owner that Harer was the driver, according to an affidavit.

Police located Harer, who was covered in blood, hiding behind a dumpster in the 600 block of Braine Street.

Harer had an odor of alcohol, slurred speech, and glossy, bloodshot eyes, police allege.

Once transported to UPMC Williamsport, Harer passed out several times, and refused lab work.

He was charged with DUI, a summary offense, and was released on $10,000 bail.

In another case, at 1 a.m. on Aug. 4, Jeffrey McGuire, 46, of 1685 Oak Ridge Place, was stopped by state police in the area of Locust Street and Rural Avenue, after they observed a brake light on his 2014 G.M. Sierra to be inoperable.

McGuire had an odor of alcohol, slurred speech, and glassy, bloodshot eyes, police allege.

McGuire stated that he was heading home from the Old Corner, relating that he had consumed a few drinks prior to driving, according to court documents.

McGuire failed a field sobriety test, and had a BAC of .14.

He was charged with DUI, three summary offenses, waived his preliminary hearing, and was released on $5,000 bail.

In another case, Joseph Longo, 44, of 328 ½ Brandon Ave., was stopped by state police at 6:15 p.m. on June 30, at First and Rural avenues, after they observed the state and emission stickers on his 2002 Chevrolet Malibu had expired in September 2022.

Longo had glassy, bloodshot eyes, and a faint odor of marijuana was detected from his vehicle, police allege.

Longo stated that he was traveling home from a dispensary, related that he had a medical marijuana card, and initially admitted to having used medical marijuana approximately three hours prior to the police stop, though he later said it had been two to three hours prior, further admitting that he usually “rolls it up in a blunt,” court documents state.

During a consensual search of the vehicle, police discovered medical marijuana, six “roaches,” a means of smoking marijuana using rolling paper, and six empty packages labeled “Grape Natural Leaf Cigarillos,” according to an affidavit.

Longo failed a field sobriety test, and lab results were positive for the presence of THC.

He was charged with DUI, six summary offenses, waived his preliminary hearing, and was released on $5,000 bail.

In another case, state police arrested Robert Winslow, 38, of Mill Hall, at 1:30 a.m. on Sept. 8, after they observed that the registration on his 1999 Chevrolet Suburban had expired in March.

Winslow had glassy, bloodshot eyes, and related that he had consumed marijuana the day prior, police allege.

During a consensual search of the vehicle, police discovered 22 grams of marijuana, a metal grinder containing marijuana, and a glass smoking device, according to court documents.

Winslow failed a field sobriety test, and refused lab work.

He was charged with DUI, a summary offense, and was released on $5,000 bail.

In another case, at midnight on April 23, Dylan Simcox, 28, of 1013 Horn Hill Road, Hughesville, was arrested by state police after they observed his 2013 GM Sierra blocking a driveway on Wolf Ridge Road that had earlier been seen swerving within its lane. The registration information obtained by police did not match the address of the driveway it was blocking.

Simcox had glassy, bloodshot eyes, and an odor of alcohol was detected from the vehicle, police allege.

Simcox admitted to having consumed alcohol at a party prior to driving, further related that he had seen police pass him, and subsequently parked where he was due to knowing that he was impaired, according to an affidavit.

Simcox failed a field sobriety test, and had a BAC of .15.

He was charged with DUI, two summary offenses, waived his preliminary hearing, and was released on $2,500 bail.

In another case, Brian Temple, 33, of 254 Richart Road, Muncy, was arrested by state police at 1:30 a.m. on October 22, 2022, after his 2012 Ford Edge was involved in a one vehicle crash, during which it overturned.

Temple fled the scene prior to police arrival, and empty Busch Light cans were near the vehicle. The vehicle also contained two grocery bags full of empty beer cans, as well as a strong odor of an alcoholic beverage, according to an affidavit.

During questioning at his residence, Temple stated that he was headed home from work when he fell asleep at the wheel and crashed the car, despite the vehicle appearing to be traveling in the opposite direction from Temple’s home, court documents state.

Temple related that he called his father for a ride, and that he had been home for approximately 45 minutes before police arrived.

Temple had a strong odor of alcohol, watery, bloodshot eyes, and slurred speech, police allege.

He stated that he had only consumed alcohol once he was home, according to an affidavit.

Temple failed a field sobriety test, and had a BAC of .18.

He was charged with DUI, three summary offenses, waived his preliminary hearing, and was released on $2,500 bail.

In another case, state police stopped Brian Mowery, 57, of 9584 Route 864, Muncy, after they observed him throwing a lit cigarette out of the window of his 2011 Chevrolet Silverado 12:30 a.m. on July 9

in the area of Dutchtown and Deavor roads in Wolf Township.

Mowery had glassy, bloodshot eyes, and an odor of alcohol was detected from the vehicle, police allege.

He admitted to having consumed four beers prior to driving, according to court documents.

Mowery failed a field sobriety test, and had a BAC of .21.

He was charged with DUI, a summary offense, waived his preliminary hearing, and was released on $2,500 bail.

In another case, at 1:45 p.m. on June 25, Michael Decker, 42, of 1331 Route 654, was stopped by state police near Beech Street and Riverside Drive in South Williamsport, after they observed an inoperable brake light on his 2004 Chevrolet Silverado.

Decker had glassy, bloodshot eyes, and an odor of alcohol was detected from the vehicle, which lacked inspection and emission stickers.

Decker failed a field sobriety test, and had a BAC of .21.

He was charged with DUI, three summary offenses, waived his preliminary hearing, and was released on $5,000 bail.

In another case, Russell Smith, 41, of 676 Grier St., was stopped by state police at 12:30 a.m. on Dec. 22, 2022, after they observed his 1995 Subaru Impreza fail to maintain its position in the right lane five times on I-180 East near exit 17 in Muncy Township.

During questioning, police detected an odor of marijuana, and observed a rolled blunt in the center console, according to court documents.

Smith related that he was traveling from his residence to Shamokin Dam to meet with a friend, stating that he had last smoked marijuana “this morning,” police allege.

During a consensual search of the vehicle, police found two additional blunts.

Smith failed a field sobriety test, and lab results were positive for the presence of THC.

He was charged with DUI, possession of marijuana, six summary offenses, waived his preliminary hearing, and was released on $2,500 bail.

In another case, state police stopped Conrad Sheatler, 24, of 327 S. Main St., Hughesville, after his 2022 Subaru WRX/STI was clocked traveling at 57 mph in a posted 45 mph zone.

Sheatler had glassy, bloodshot eyes, was unsteady on his feet, and admitted to having consumed alcohol prior to driving, according to court documents.

Sheatler failed a field sobriety test, and had a BAC of .13.

He was charged with DUI, two summary offenses, waived his preliminary hearing, and was released on $2,500 bail.
