Local catering business owner faces new set of charges
Another pair of felony charges have been lodged against William Dalton Welch, the owner of a local catering business, according to court records filed by city police at the office of District Judge Christian Frey. Welch, 48, 2252 W. Third St., is alleged to have failed to provide services for Denise Harris after she hired him for a catering event in August 2023, according to city police. She paid him $3,869, but in the end, Welch and Harris came to an agreement that Welch would refund her $3,075, police said. However, after Welch still had not paid her the money, police charged Welch in December with theft by deception and deceptive business practices. He has since waived his preliminary hearing and is free on $10,000 bail. Last summer he waived his preliminary hearing in another case in which city police charged him with the same offenses after he refused to pay a refund to another client.
