Lilitz man charged with strangulation, terroristic threats
A Lilitz man faces charges after he allegedly assaulted a female acquaintance following a night of drinking in the 14000 block of Coudersport Pike in Cummings Township, on Aug. 31, according to an affidavit filed by Lycoming Regional Police.
Douglas L. Ruhl, 67, of 89 Penn Valley Road, Lilitz, allegedly became heavily intoxicated after consuming more than 10 alcoholic shots and multiple beers while partying at the Haneyville Campground, resulting in the alleged victim asking a neighbor for a ride back to her and Ruhl’s cabin.
Once back at the cabin, the alleged victim sat on the couch to watch television, followed shortly by Ruhl, who proceeded to continuously put his hand in front of her face.
The alleged victim attempted to move when Ruhl grabbed her arm, causing a rug burn type injury, authorities allege. In an attempt to remove herself from the situation, the alleged victim then hit Ruhl by striking him in the forehead with a boot.
Retreating to the bedroom, the alleged victim laid down on the bed, at which point Ruhl allegedly pushed his body into hers. This time when she attempted to fend him off, Ruhl allegedly grabbed the alleged victim by the throat and held her down for 20 to 30 seconds while threatening to kill her, according to court documents.
The alleged victim was able to remove herself from the residence by throwing a chair at Ruhl, and running to a neighboring cabin for help.
Ruhl was visibly intoxicated, exhibiting glossy, red eyes, slurred speech and an inability to maintain his balance while attempting to stand, police said in court filings.
Ruhl was unable to offer police an account of the incident, stating only that he remembered falling asleep and waking up to police knocking at his door, and repeatedly told them to speak with the alleged victim, who police observed to have red marks on both sides of her neck and on her left arm, an affidavit said.
Ruhl was arraigned on charges of strangulation, terroristic threats, simple assault and harassment by District Judge Gary Whiteman and remanded to the Lycoming County Prison in lieu of $15,000 bail.
City man charged with criminal trespass after allegedly entering home through window
Corey Lamar Hughes, 36, of 809 Sheridan St., Apt. 9D, city, has been charged with criminal trespass after he illegally entered the home of a female acquaintance in the 2400 block of Dove Street on Sept. 9, 2025, according to court documents.
The alleged victim was home alone when she heard a noise coming from her kitchen, and upon checking on the source of the noise, she allegedly discovered Hughes opening her kitchen window, she told police.
She immediately called 9-1-1 as Hughes allegedly crawled through the window, fleeing out of the front door after hearing the emergency dispatcher.
Hughes never lived at the address and was not welcome there on the date of the invasion, an affidavit notes.
Hughes was arraigned by District Judge Aaron Biichle and remanded to the Lycoming County Prison in lieu of $28,000 bail.
City man charged after allegedly violating PFA
A Williamsport man was hit with a charge of disorderly conduct after allegedly violating a protection from abuse order on May 19, 2025, court documents said.
While outside, an alleged victim saw Sharief Ravay Rainier, 37, of 917 Poplar St. drive by her house before circling the block and parking in the lane of travel in the 800 block of Poplar Street, causing traffic to back up, city police said in an affidavit.
Rainier then referred to the alleged victim by a lewd slur before telling her that he would get his girlfriend to beat her up, she told police.
As police spoke with neighbors, they heard two males yelling near the alleged victim’s home and found Rainier and the alleged victim’s boyfriend arguing.
Rainier then allegedly grabbed a 2×4 of wood from a nearby truck and approached the boyfriend, but dropped the board shortly after, and was taken into custody by police to prevent a physical altercation, according to an affidavit.
Rainier allegedly continued to argue with the boyfriend despite being told to stop several times.
He was arraigned on a charge of disorderly conduct by District Judge Christian Frey and released on $2,500 bail.
Harassment charges follow alleged threats
Shortly after interacting with a city man’s Facebook post on July 30, 2025, an alleged victim allegedly began receiving threatening voice, text and picture messages from “Keem Kent,” court documents said.
The messages included multiple threats of murder, as well as photos of the alleged victim and her daughter obtained from her Facebook page, as well as threats to find her address through the internet and show up at her house.
In one of the messages, “Keem” accused the alleged victim of doxing him and trying to get him on meds, a city police affidavit said.
A search of police records matched the profile pictures for the account to Hakim Tyrone Kent, 38, of 1314 W. Fourth St.
Kent was arraigned on counts of harassment by District Judge Christian Frey, and released on $5,000 bail.
City man charged with assault, other charges
What began as a verbal altercation as an alleged victim attempted to leave the house of a male acquaintance escalated to the point of assault on Aug. 22, 2025, city police said in an affidavit.
“Unlock my (expletive) door or I’m going to smash your face in,” Gage Michael Wood, 31, of 714 Pearl St., allegedly told the alleged victim just before breaking through the door and grabbing her by the throat.
Wood then allegedly picked the alleged victim up and threw her twice, the second time resulting in her landing on her back, court documents said.
Red and black marks were observed on the alleged victim’s neck, consistent with her story as well as Wood’s hands having a black substance on them at the time of the alleged assault, police said.
Wood was arraigned on charges of simple assault and harassment by District Judge Christian Frey and released on $10,000 bail.
Woman charged after allegedly knocking on doors demanding trash bags
53-year-old Tracey L. Deshong, who is believed to be homeless, has been charged with disorderly conduct after she allegedly pounded on the doors of several homes in the 900 block of Race Street, demanding trash bags from the occupants in the evening hours of Aug. 26, 2025, according to city police.
Approximately an hour prior, a 9-1-1 call was made because Deshong was allegedly throwing trash and food at homes in the 1900 block of West Fourth Street. For this incident, Deshong was told she would be receiving a disorderly conduct citation, court documents said.
Deshong’s conduct has resulted in seven 9-1-1 calls and two arrests for disorderly conduct since Aug. 5, police said in court filings.
She was arraigned on new charges of disorderly conduct by District Judge Aaron Biichle and remanded to the Lycoming County Prison in lieu of $2,500 bail.
City man locked up for disorderly conduct
Kevin Carlton Thomas Jr., 27, of 504 Park Ave., Second Floor, has been charged with disorderly conduct after a domestic disturbance during which he was allegedly yelling, screaming and destroying a residence on Sept. 17, 2025.
Police were dispatched to the residence twice in just over two hours for disturbances caused by Thomas’ alleged conduct, which included yelling at and making threats against a neighbor checking on the cause of the commotion, city police said in an affidavit.
Thomas was arraigned on a charge of disorderly conduct by District Judge William Solomon and jailed at the Lycoming County Prison in lieu of $25,000 bail.
City man accused of stealing subs
Jeffrey Kenneth Gardner, 63, of 450 Center St., Apt. 305 faces a charge of retail theft after he allegedly ordered two large subs, totaling $29.98 from Wegman’s, 201 William St., on Sept. 10, 2025, and exited the store without paying for the merchandise, city police said in court filings.
Gardner was arraigned by District Judge Aaron Biichle and released on $1,500 bail.
City man charged with providing false identification to police
After being stopped by state police for riding a motorized bicycle westbound in the eastbound lane of Washington Boulevard on Sept. 9, 2025, Jerome Middleton, 58, of 733 ½ Grace St., allegedly told police that his name was Tyrone Harris and gave his birthdate as Jan. 19, 1964, relating this information three separate times throughout the encounter, court documents said.
It wasn’t until Middleton was fingerprinted that police discovered his true identity, as well as the fact that he had an active full extradition warrant out of Missouri.
During a search of Middleton, police allegedly discovered a clear baggie containing marijuana in his pant pocket.
District Judge Aaron Biichle arraigned Middleton on charges of providing false identification to law enforcement, possession of a small amount of marijuana, possession of a controlled substance and a summary offense.
