Williamsport man faces a felony endangering the welfare of a 1-year-old

Clyde Ernest Phillips, 45, of 617 Wyoming St., has been charged with felony endangering the welfare of a child following an incident at his home involving his 1-year-old grandson on Dec. 15, according to state police. The toddler managed to get a hold of a silicone container that was on the floor, and investigators allege that the container contained “crystal methamphetamine and related paraphernalia,” it was stated in a criminal complaint. The child shook it, the lid popped off and he got a hold of a methamphetamine smoking device,” police said.

In a separate criminal complaint, state police charged Phillips with a misdemeanor; putting down false information on an application form that he submitted on Feb. 10 to the Lycoming County Sheriff’s Office in order to obtain a license to carry a firearm. He answered “no” to the question when asked if he was “addicted to or an unlawful user of marijuana, a stimulant, a depressant or narcotic drug?

Police said Phillips admitted to them in June that he used “methamphetamine every week, at least once a week, since January,” and he also disclosed in a second interview that he “has been using marijuana for about 20 years,” it was stated in an affidavit. Phillips has waived his preliminary hearings in both cases and is free on $25,000 bail in the felony case and $5,000 bail on the other case.
