Lycoming County district judges kept busy with arraignments on variety of charges

More charges lodged against Trout Run area man

Already arrested earlier this year on drug offenses, Joshua David Vroman is back behind bars on a set of felony charges stemming from a vehicle stop state police made in the 900 block of Beaver Lake Road in Penn Township about 2 a.m. on Aug. 19, according to court records. Driving a 2007 Toyota Camry, Vroman and his passenger, Tiffany Joann Cressley, the actual owner of the car, were stopped because the rear registration light “was not in operating condition” and Vroman, 32, was “traveling at a high rate of speed,” police said.

Upon being stopped, Vroman, formerly of 1600 block of Taylor Place, immediately got out of the car and was asked to provide his driver’s license and the car’s registration. “He became irate and stated that he was being harassed,” and claimed at first that the registration light was working, but he soon admitted that it was not, it was stated in an affidavit. It turned out there was a warrant for Vroman on another unspecified criminal matter, police said.

After seeing in plain view two marijuana roaches as well as a container of suspected marijuana and drug paraphernalia, the troopers asked if the car could be searched, but both Vroman and Cressley said no, according to the court document.

Vroman was taken into custody on the criminal warrant, and a search warrant was quickly obtained and executed, allowing troopers to search the car, which was impounded. Police seized an estimated 14 grams of suspected methamphetamine, 26 yellow unidentified pills, an undetermined amount of marijuana and assorted paraphernalia from the car.

Both Vroman, now living at 7948 Route 14, Trout Run, and Cressley, 40, of 158 S. Fourth St., Hughesville, have been charged with possession with intent to deliver a controlled substance, possession of a controlled substance, possession of marijuana and possession of drug paraphernalia.

While Cressley was released on $35,000 bail, Vroman was jailed in the Lycoming County Prison in lieu of $50,000 bail following their recent separate arraignments before District Judge William Solomon.

In another state police case, Vroman, who was arrested in May on drug charges filed by the county’s Narcotics Enforcement Unit after allegedly selling methamphetamine to an informant in the city, faces a misdemeanor count of criminal mischief for allegedly breaking two windows to a woman’s car at 179 Old Cement Road in Fairfield Township on June 28. He also was unable to post the $25,000 bail Solomon ordered in this case.

Driver charged twice with DUI in two-month period

Just seven weeks after he was taken into custody for driving allegedly intoxicated, Jamie Lee Wagner crashed a 2017 Dodge Ram pickup truck into a curb, again while being under the influence of alcohol, state police alleged in court documents filed at the office of District Judge Gary Whiteman. Police said both incidents occurred in Loyalsock Township and Wagner, 49, of 936 Meade St., refused to submit a blood sample in each case.

The first incident took place in the 1900 block of East Third Street about 11:40 p.m. on May 29 when Wagner appeared to have fallen asleep and was unresponsive in the driver’s seat of a 2020 Nissan Versa with the car’s engine running, police said. A trooper made “several attempts to wake him up” before Wagner was responsive, police said, adding that the driver had to be told “multiple times” to turn off the ignition before he complied. The car’s windows were rolled up at the time. The troopers smelled a strong odor of an alcoholic beverage coming from his breath, it was stated in an affidavit. When asked how much he had to drink, Wagner replied “not that much,” police said. While performing field sobriety tests, he showed signs of impairment, police added. After refusing to submit a blood sample at the county’s DUI processing center, Wagner was driven to a relative’s home.

The second time Wagner was charged with DUI occurred about 10:15 p.m. on July 17 after he struck a curb at Country Club and Lincoln drives with a pickup truck, police said. In plain view were two open whiskey containers in the vehicle’s center cupholder, police added. As he had on the night of May 29, Wagner again showed signs of impairment when he performed field sobriety tests, the affidavit stated.

In addition to being charged with two separate counts of DUI, Wagner has also been charged with four summary offenses, police said. He has waived his preliminary hearing in both cases and is free on a total of $10,000 bail.

Jersey Shore man faces theft-related charges

Even after being told that surveillance video recorded him allegedly stealing another man’s stainless steel drink container from the Squeaky Kleen Laundromat at 342 Allegheny St. in Jersey Shore on Sept. 7, Allen Joseph Reeder initially denied taking the item, Lycoming Regional police said in an affidavit. The video even showed Reeder, 18, of 209 Smith St., Jersey Shore, hiding the $45 container under his shirt as he exited the business, police said, adding that the teen eventually admitted to stealing the article, but he told an officer he no longer had it. Charged with theft and receiving stolen property, Reeder has been sent a summons to appear before District Judge Denise Dieter.

Waterville area woman charged with hit and run

After striking Stephen Dunlap’s parked Dodge in the 100 block of Bridge Street in Jersey Shore about 2 p.m. on Aug. 22, Jessica Marie Armstrong, driving a 2008 Buick, “took off super fast” down an alley, Dunlap, who was in his vehicle when it was hit, told Lycoming Regional police, according to an affidavit. Dunlap pursued the 44-year-old woman, who was caught dead in her tracks a short distance away since there was a metal cable across the roadway and she could not go any further, police said. Armstrong, of 3332 Little Pine Creek Road, Waterville, has been charged with accidents involving damage to an attended vehicle (hit-run) and two summary violations. She has been sent a summons to appear before Dieter.

Armstrong Township man charged felony firearms charge

While investigating a domestic disturbance at Jeremy Benjamin Brown’s home at 92 Chadlee Drive in Armstrong Township on the afternoon of Sept. 23, state troopers saw in plain view a rifle leaning against a wall inside the property, it was stated in an affidavit. Due to a criminal conviction, Brown, 40, is prohibited from possessing firearms, police said. The troopers obtained a search warrant which was promptly executed, resulting in the rifle being seized, police said. Charged with one felony count of illegal possession of a firearm, Brown was arraigned before District Judge Kirsten Gardner and released on $25,000 bail.

Union County man faces sex offenses

Michael David Ketchem, 64, of Lewisburg, has been charged with felony unlawful contact with a minor, indecent assault and harassment following an incident with a 17-year-old boy in the 1000 block of North Loyalsock Avenue in Montoursville about 11:30 a.m. on Sept. 16, borough police said.

After surrendering to law enforcement on Monday, Ketchem was arraigned before Solomon and released on $50,000 bail.
