Father faces new set of charges in child abuse case
At first, Theodore Allen Fisher was arrested on city police charges of neglecting to get necessary medical care for hand burns the youngster suffered when he was between the ages of 2 and 4.
However, investigators have now charged the 33-year-old father with felony aggravated assault, simple assault and recklessly endangering in a new criminal complaint accusing him of allegedly inflicting the burns between April 2022 and September 2024.
Arrested in November on charges of felony endangering the welfare of a child and obstructing an investigation in a child abuse case, Fisher, of 749 W. Fourth St., waived his preliminary hearing on the new charges last week before District Judge Aaron Biichle. During the proceedings, however, police withdrew the felony charge of endangering the welfare of a child.
He remains jailed in the Lycoming County Prison in lieu of $300,000 bail.
City man jailed on charges of allegedly stealing a rental car and fleeing
Hakeem Jefferson, 32, of 907 Market St., has been arrested on charges of stealing a stolen rental car as well as fleeing a state trooper who was pursuing him, according to court records filed at the office of District Judge William Solomon, where he was arraigned last week on numerous charges.
The pursuit took place on the morning of Sept. 3 and began at Sheridan Street and Shiffler Avenue in Loyalsock Township, where a state trooper saw Jefferson, driving a 2025 Nissan Altima, run a stop sign. The trooper activated his cruiser’s emergency lights and siren, but Jefferson failed to stop and ran additional stop signs and ran a red traffic light before ditching the car near Shaw Place Park, in the city’s East End. It turned out the car was a rental vehicle that had been stolen from the city earlier the same morning, police said.
Jefferson, formerly of Danville, was arraigned on felony charges of fleeing and receiving stolen property as well as evading arrest plus 12 summary offenses. He remains jailed in lieu of $50,000 bail.
South Williamsport man allegedly stole jewelry from city business
Sean David Beam, 43, of 117 W. Sixth Ave., South Williamsport, has been charged with felony theft and theft by deception after he stole $4,000 worth of jewelry from Nik’s Goldworks, 1140 Hancock St., on Nov. 29 and then sold the items for $700 to another business, city police alleged. Following his arraignment before District Judge Denise Dieter, Beam was released on $35,000 bail. He has since waived his preliminary hearing.
Multiple felony counts filed after child pornography found on computer equipment
David Arthur Crissman, 45, of 423 W. 8th Ave., South Williamsport, has been charged by the county’s District Attorney’s Office with 103 felony counts of sexual abuse of children after more that 100 images of suspected child sexual abuse material were found on computer equipment at his home on Dec. 18 when a federal search warrant was executed at the property.
Following his arraignment hours later before District Judge Gary Whiteman, Crissman was initially jailed in the county prison, but has since been released on $75,000 bail.
Two women face assault-related charges in separate cases
Katiria Santiago, 45, of Reading, will face further court action of charges of simple assault and disorderly conduct and harassment for punching a female acquaintance twice in the head during a disturbance inside a home in the 2000 block of Mill Lane in Old Lycoming Township on Dec. 6, Lycoming Regional police alleged in an affidavit. Arraigned hours later before Biichle, Santiago remains jailed in lieu of $5,000 bail.
In another case, Amber Deanna-Lynn Miller, 30 of 568 Railroad St., Picture Rocks, has been charged with simple assault and harassment for punching a man in the face multiple times while “appearing intoxicated” during a disturbance at their home on Dec. 1, according to Hughesville police, which provides law enforcement for the borough. Miller has since waived her preliminary hearing before District Judge Kirsten Gardner and is free on $5,000 bail.
Williamsport area woman charged with theft
Jessica Lowmiller, 25, of 3731 Lycoming Creek Road, lot 1, has been charged with theft and receiving stolen property for allegedly stealing another female’s cellphone from a guestroom at the Quality Inn Suites, 1840 E. Third St., in Loyalsock Township on Aug. 6, according to state police. She has waived her preliminary hearing before Whiteman and is free on $10,000 bail.
Man held for court in strangulation-related charges
On the night of Dec. 6, while behind the wheel of a stopped 2008 Toyota Camry in the 300 block of St. Davids Road in Loyalsock Township, Pierce Dupree Nowlin turned and began assaulting a female passenger by “hitting her and strangling her, (causing) multiple lacerations on her face and bruising to her neck,” it was alleged in a state police affidavit.
The victim grabbed a flashlight and struck Nowlin in the back of the head in order to get him to stop assaulting her, police said. The vehicle, which was not in park, rolled back and struck another car, police said. No one was injured in the accident. A child was in Nowlin’s car at the time, police said.
Following a preliminary hearing before Whiteman, Nowlin, 38, of 923 Campbell St., was recently held for court on charges of strangulation, simple assault and harassment. Initially jailed, he has since been released on $50,000 bail.
