Lycoming County receives an annual allocation of Homeless Assistance Program (HAP) funds through a Lycoming County Human Service Block Grant (HSBG). According to a news release, HAP is a county-directed program that offers a variety of supportive services to individuals and families experiencing or at risk for homelessness and who can demonstrate that, with HAP intervention, they will be able to meet their basic housing needs in the near term. Muncy Borough Council at its August meeting approved a $5,010 payment for repair of a section of its storm sewer system. The repair work represents just a section of the borough’s storm sewer network requiring upgrades, according to borough officials. “This entire system is failing, and it needs to be cleaned out,” Councilman Ed Fiegles said.
