Lycoming County Prison inmate Allen Arthur Frazier, who is expected to be sentenced next month im a sex traffic case, was arraigned Monday on new drug charges based on evidence from videos on his cellphone that showed him allegedly cooking powdered cocaine into crack cocaine, according to an affidavit filed by the county’s Narcotics Enforcement Unit. On one of the videos, one can see Frazier weighing one of an estimated 20 bags of suspected crack cocaine and stating “This is about an eight ball and would sell for $200,” the court document stated. “An eight ball is common street talk for an eighth of an ounce that equals 3.5 grams and sells between $180 to $225 in the city,” investigators said in the court document. “Cooking cocaine powder into crack cocaine is a common practice amongst drug dealers,” an investigator wrote in the affidavit. “Users may break down crack cocaine to a liquid state for injection in order to create an even more intense high,” the investigators said. By cooking powdered cocaine into crack cocaine, the drug dealer can “create a high profit margin” for themselves, investigators said.

The videos were discovered after detectives seized Frazier’s cellphone while executing a search warrant at his home at 845 Park Ave. back on Aug. 16, 2023. A second search warrant was obtained just so investigators could review photos, videos and text messages on the phones.

Frazier, 40, was arraigned Monday before District Judge Aaron Biichle on two felony counts of possession with intent to deliver a controlled substance and recommitted in lieu of an additional $75,000 bail. He was convicted earlier this year on city police charges of criminal attempt to trafficking in individuals, possession of a controlled substance, unlawful contact with minors and related offenses. Frazier was found guilty of trading drugs and money as well as other goods with minors in exchange for sexual favors. He is expected to be sentenced in the coming weeks.
