Public meeting to discuss ‘home rule’ charter option

The Williamsport City Council will hold a special public meeting on Tuesday, May
27, 2025, at 7 p.m. at the Trade and Transit Centre II third floor to explore the option of adopting a Home Rule Charter for the city.
The meeting will provide residents and the media with an opportunity to learn about this alternative form of municipal governance and its potential benefits for the community.
What is Home Rule?
Home Rule is a form of local government that provides municipalities with greater flexibility in governance and taxation compared to traditional municipal structures. Under Pennsylvania law, Home Rule charters allow cities to:
• Enhance Tax Flexibility: Implement more diverse revenue options and tax structures tailored to local needs
• Increase Local Autonomy: Reduce dependence on state-mandated governance structures and gain more control over local decisions
