With new leadership at Hepburn-Lycoming Primary and Williamsport Area Middle schools, superintendent says district is in ‘really great spot’ ahead of new school year

Hepburn-Lycoming Primary School and Williamsport Area Middle School will see a change in leadership when classes resume in just under two weeks, it was announced at the Williamsport Area School Board meeting Tuesday night.

Current dean of students at Hepburn-Lycoming Primary, Kyle Huff, will assume the role of dean of students at Williamsport Area Middle School, serving on the middle school leadership team, along with Head Principal Kirk Felix and Assistant Principal Kevin Mumbauer, a press release from the district said.

Huff, who holds a bachelor’s degree from the University of Nevada, and a master’s degree from PennWest Edinboro University, began his tenure with the district as a sixth-grade teacher at Lycoming Valley Intermediate School, after having taught fourth grade at Clyde C. Cox Elementary School in Las Vegas, Nev., the release said.

Replacing Huff, is Angela Rhone, who previously served as a kindergarten teacher at Jackson Primary School, and will join Head Principal Michele Loomis, Ed.D., in leading the building.

Prior to working for the district, Rhone was an assistant pre-k teacher at East Lycoming School District and a kindergarten teacher at Wellsboro Area School District.

She holds a bachelor’s degree from Indiana University of Pennsylvania, and a master’s degree from Mansfield University, the release said.

Superintendent Dr. Timothy Bowers thanked both Huff and Rhone for stepping into their respective roles.

“Angela had her first administrative in service meeting with us, and she came back the next day, so we’re thrilled about that,” he joked.

Bowers noted that the school year begins Aug. 25, “ready or not.”

“I feel very comfortable that we’re ready. Our administrative team had an in service day recently, and I was thrilled with the optimism and energy our team brought. All of our administrators were here and talking about their confidence in where we’re at right now in terms of being ready for that first day of school. We’re in a really, really great spot,” he said, adding that fall sports and band practice for the 2025-26 school year begin this week.

The board also approved numerous staff and volunteer positions for the upcoming school year.

The board’s blessing was also given to an agreement with the city, as well as city police to provide school resource officer coverage for the district for the 2025-26 school year. The district will pay the salary and benefits for the cost of two full-time officers for the 180 days they are assigned in the district.

In financial matters, the board approved change orders for the high school welding lab addition and renovation project from Silvertip Inc. for the removal of existing exhaust fan and adapter curb and provide a new gravity hood on the existing curb, in the amount of $2,871.30, revise weld smoke collection arms and associated ductwork, and compressed air, argon, and argon CO2 mix drop locations, based on final welding booth pole layouts in the amount of $1,007.51, to provide new jacketing around existing hot water HVAC piping and provide new insulation and jacketing around the existing chilled water HVAC piping in the classroom area adjacent to the welding lab in the amount of $13,811.05, respectively; Dave Gutelius, Inc. to provide a revised pipe tapconnection to the main water supply system, including tee, gate valve, and accessories per the revised drawings issued by the civil engineer on July 22 and approved by the Water Authority in the amount of $7,430.

The board also approved the purchase of 24 Dell laptops from Dell Technologies, Round Rock, Texas, at a cost of $44,640 per PEPPM; the purchase of a Kurzweil 3000 web license and associated virtual professional development for the 2025-26 school year, at a cost not to exceed $1,375; a letter of agreement for school-based outreach services and student assistance services with Lycoming-Clinton Joinder Board for the 2025-26 school year; at a cost of $49,500 paid by the district to the joinder to help offset the salary of three Joinder employees that have been assigned to provide services; the purchase of 1,925 licenses of IXL and 1 Power-Up PD package from IXL, San Mateo, Calif., at a cost of $27,918.00; approval of a 36-month agreement with Topp Business Solutions for Managed Print Services, at a cost of $5,364.43 per month; the purchase of 350 10-month Single Course Reusable Edgenuity Licenses from Imagine Learning, Tempe, Ariz., at a cost of $192,500; the purchase of six IS 6-12 On-Demand Tutoring Site Licenses, 1 Edgenuity 9-12 Comprehensive Site License, and 1 Edgenuity 6-8 Comprehensive Site License from Imagine Learning, Tempe, Ariz., at a cost of $43,200; the purchase of Alek Adventure online software licenses for teachers and students in grades K-3 for the 2025-26 school year, at a cost of $21,000; an agreement with Bayada Home Health Care, Inc., to provide RN/LPN Nursing services at the rate of $60 per hour; a training service agreement with Pennsylvania College of Technology for the high school Precision Machining Program and Pre-Apprenticeship, at a cost of $100,310; the purchase of two Volleyball Net Systems from Anthem Sport for Curtin Intermediate School, at a total cost of $6,253.02; and the purchase of a volleyball equipment storage cart for Curtin Intermediate School, at a total cost of $967.55.
