City of Williamsport approves Williamsport Area School District high school athletic complex renovation project
The Williamsport Area School District received approval from the City Council for its revised land development plan for renovations to the high school campus athletic complex.
The project, at 2990 W. Fourth St., also includes a parking area and driveway with a stormwater facility.
The current land use is the high school and athletic complex. It is located in a residential (R2) zoning district.
The proposed plan is for the athletic and stadium improvements, including an 11,500 square-foot fieldhouse bathroom-concession building, and a 65,000-square-foot tennis court facility, according to Gary Knarr, city zoning administrator.
It includes relocating the accessible parking closer to the new seating area. The walkway between the parking lot will be paved and widened for compliance with the Americans with Disabilities Act, he noted.
Tennis courts will be replaced, basketball courts removed and replaced with tennis storage buildings and pickleball courts, Knarr said.
On the west side of Millonaire Lane, the plan is to replace a ticket booth concession building and restrooms with new buildings, he said.
The press box will be replaced, existing locker rooms will be replaced with a fieldhouse. The west side of the track concession stands will be replaced with an accessory structure. The unfinished parking lot storage building and three sheds will be replaced with a paved parking lot.
This plan was reviewed by Lycoming County Planning and City Planning commissions, city engineer Bill Scott and Eric Smithgall, of the Williamsport Municipal Stormwater Authority for compliance.
Since that review, the city planning commission has requested several minor changes that were sent to the stormwater authority. They include:
• Splitting the tennis storage building into two smaller storage buildings (one for tennis and one for pickleball).
• Tennis courts surface (bituminous concrete pave throughout in lieu of pervious pavers).
• Concrete tier bench seating was reduced and no longer proposed in front of the pickleball courts.
• The upper stadium, existing crosswalk was modified to a speed table and the entry stairs and ramp were combined into one.
• The press box was revised to include a stairway on the southern side.
At the lower stadium, the fieldhouse footprint was adjusted to account for a second story building, and minor square footage adjusted. Also a second water service was added for the fieldhouse.
The changes requisition (revisions) will be addressed during the building and permit phase of the process. Council was shown the plan design including the upper portion behind the grandstand, main gate and press box and lower portion of the stadium — the fieldhouse.
