Cleanup of spilled material at Eureka facility nearly complete

A release of waste oil on Aug. 17 from a storage tank at the Eureka Resources facility on Second Street in Williamsport that entered the West Branch of the Susquehanna River and required clean up measures and an administrative order on the company continues to move into a full compliance and clean up stage.

The state Department of Environmental Protection (DEP) said the cleanup of spilled material at the facility is nearing completion. None of the stored material has been removed from the Eureka sites yet. The N3 tank of the facility had a sampling port that broke, resulting in a portion of the contents of the tank to release to the facility floor and containment. The tank was entirely holding waste oil, a DEP investigation revealed.

The release resulted in waste oil exiting the tank to the main floor of the building for a time. This was due to the leak being above the height of the containment wall and enough pressure to cause the flow to miss the containment area. A permanent plug has been put into the hole from the port, stopping any additional seeping. The tank has also been drained below the level of the plug, the agency said.

The oil that was captured within the building has been collected and tallied, DEP said.

The facility’s calculations are that they recovered 8,424 gallons of oil from the spill. This includes all areas within the building as well as from the city’s storm water system that was placed into two frac tanks staged at the facility.

The facility also calculated that about 11,430 gallons were released from the N3 tank from the spill, meaning they estimate that 3,000 gallons was not recovered, the agency said.

The department has not reviewed the spill total calculations fully and are being treated as preliminary estimates.

A roll off for waste from the cleanup is still in place at the west loading dock. Oil dry has been spread and collected. The only remaining area to be worked on is a side tank containment that received a little of the spilled oil. Work is now starting on the “B” side tanks and oil dry is expected to be spread there.

An administrative order was filed for the company to, as of Aug. 19, clean up and remove all waste from the site within 30 days. The facility is in compliance at this time with that schedule and has provided a proposed timeline for removal of all waste from their three facilities, DEP stated.

Eureka and DEP have discussed available options under the applicable regulations, which include reuse of the material or disposal at a permitted disposal site.
