Housing project planned for Hughesville area takes another step

Following a discussion with Wolf Township supervisors, the Lycoming County Planning Commission is moving forward with a Memorandum of Understanding (MOU) which will defer all review of the ILK development project, known as the Kim Estates, to the township.

Originally, review of the project, which is located in both the township and Hughesville Borough, had been split between the Planning Commission, acting as a representative for the borough to handle the stormwater and the township, which would oversee everything else.

But, according to Ed Feigles, deputy director of the county’s Planning and Community Development Department, in speaking with the township they had indicated that they would be more comfortable handling everything.

According to previous reporting by the Sun-Gazette, “the project design shows about 68 acres in a residential-urban zoned district, most of which is in the township, with a small sliver in the borough.”

It was also reported that included in the design are a total of five stormwater retention basins and stormwater management concepts to slow down runoff into the borough and township properties.

The portion that is in the borough has no structural elements, but does contain a small retention basin and an entrance to the property.

J. Mike Wiley, solicitor for the Planning Commission, indicated that he had received a copy of the proposed Memorandum of Understanding (MOU) that would give review of the project to Wolf Township.

“In light of the conversation with Ed, the MOU now has all review deferred to Wolf Township,” Wiley said.

He explained that he was presenting the new MOU to the commission because “ultimately your are the reviewing body.”

Questioned whether he was comfortable with the MOU, Wiley said that he was.

“It makes it clear who is responsible for what, and as long as you’re comfortable with that allocation of responsibility,” he said.

The commission approved an authorization to move forward with finalizing the MOU and authorizing staff in the county to sign it.
