Lycoming County prison inmate accused of sexually assaulting cellmate
Lycoming County Prison inmate Allen Arthur Frazier was charged this week with sexually assaulting another inmate in the cell the two shared earlier this month, it was alleged in court documents filed by county Detective Loretta A. Badger.
Although the victim told him to stop, Frazier, 41, allegedly engaged in deviate sexual acts with him, Badger said she was told.
Even though he did not want to be a part of it, the victim “complied because he was scared and is a lot smaller than Frazier,” Badger said in an affidavit. The investigator noted that Frazier weighs nearly 100 pounds more than the other inmate and it about a foot taller than him.
The victim stated that during the sexual assault, which occurred on the night of March 3, he just kept his “eyes looking at the wall.”
When it was over, Frazier told the fellow-inmate “This is between us. You heard me,” it is stated in the affidavit.
The victim told Badger that he could not sleep the rest of the night “because he was scared,” so he “stayed up all night reading a book that Frazier is writing called ‘Bad Decions.’ Frazier gave (the victim) little blue notebooks to read when he first arrived (at the prison), telling him that he was in the process of writing a book,” Badger wrote in the court document.
Prison staff soon learned of the alleged attack and Badger was assigned the case on March 4. She interviewed the victim the next day.
Convicted in late February 2025 of city police charges of conspiracy, criminal attempt of trafficking and related offenses, Frazier, of Williamsport, is currenlty awaiting a new trial after the conviction was later thrown out. The conviction was vacated when new infomation came to light after the trial.
It turned out that a prosecuting attorney was married to an expert witness who testified in the trial.
Frazier has now been charged with felony sexual assault as well as indecent exposure and indecent assault, both misdemeanors. Following his arraignment Tuesday before District Judge Aaron Biichle, Frazier was recommitted to the jail in lieu of an additional $100,000 bail.
