Joseph (”Terry”) Francke
Joseph Terrence “Terry” Francke, a nationally recognized open-government advocate and attorney whose life began in Williamsport, died Dec. 24, 2025. He was 81.
Born in Williamsport to James Anthony Francke and Kathryn Lorena Francke (Skea), Terry spent his early childhood there before his life and career took him elsewhere. His later work reflected a lifelong engagement with questions of civic responsibility, government accountability and the public’s right to know.
A graduate of the University of Notre Dame, Terry briefly considered the seminary before turning to writing and communication. He later served two years on active duty in the U.S. Marine Corps, enlisting in April 1968 and honorably discharged in April 1970 with the rank of sergeant.
Terry went on to careers in journalism and law, becoming one of California’s leading experts on open-meeting and public-records law. He was the principal author of San Francisco’s Sunshine Ordinance, and played a significant role in shaping transparency laws adopted by municipalities across California.
He is survived by his wife of 55 years, Carolyn (“Muffy”) Francke; his children, Andrew and Emily Francke; and three grandsons.
