FAMvest sues Muncy Township, asks for Lauchle’s recusal

Famvest, the company seeking to redevelop the former Lycoming Mall property, formally filed a lawsuit against Muncy Township to request a judge require township Supervisor Terri Lauchle’s recusal from all pending responsibilities regarding Famvest and its properties.
The developers allege that a pattern in which they comply, sometimes repeatedly, with steps in the application process for approvals and permits only to be ignored or stone-walled indicates Lauchle’s “obvious and manifest bias against the project and Famvest,” the lawsuit says.
The lawsuit includes a timeline of when the developer provided the necessary documents and applications and the subsequent meetings of the township’s planning commission and board of supervisors at which “there was no discussion regarding the application,” as the lawsuit alleges occurred at the supervisors’ Feb. 11 meeting, for one example.
“During public comment at the March 11, 2026, meeting, Famvest’s counsel requested substantive feedback and comments on the application but received no response from the board,” the lawsuit says. “Additionally, at the board’s March 11 meeting, Ms. Lauchle and vice chair Denise Artley refused to perform the ministerial act of signing Famvest’s already-approved lot add-on plan.”
The lawsuit went on to allege specific instances where Lauchle instructed public officials to neglect the application.
