Lycoming County district judges handle criminal matters in four separate cases
While motorist Cindy Lee Tisi recently waived her preliminary hearing on several charges before District Judge Gary Whiteman, state police withdrew a total of nine other offenses, including four counts each of receiving stolen property and illegal possession of cards plus one count of theft. However, Tisi, 69, of Freeland, Luzerne County, will face further court action on charges of delivery of 61 grams of methamphetamine, four counts of possession of suspected LSD, 37 counts of possession of drug paraphernalia, possession of marijuana, DUI and two summary offenses that stem from a vehicle stop at Northway Road and Shiffler Avenue on June 13. Tisi, who also goes by Cindy Schagen, is free on $35,000 bail.
In another criminal case, Ryianne Hockenberry, 44, of 326 Bridge St., apartment 10, waived her preliminary hearing on all state police charges except a felony charge of financial exploitation of a care-dependent person, which was withdrawn during proceedings before District Judge Aaron Biichle. She will face further court action on two counts of identity theft, nine counts of theft, 12 counts of access device fraud, 10 counts of receiving stolen property and eight counts of possession of drug paraphernalia. The charges stem from an investigation when state troopers discovered and seized stolen credit cards and paraphernalia from her city apartment on Oct. 19. Initially jailed, Hockenberry is now free on $25,000 bail.
In a plea agreement before District Judge Kirsten Gardner, Robert Caradonna, 65, of 114 Katie Lane, Montoursville, pleaded guilty to one misdemeanor count of open lewdness after Muncy Township police agreed to withdraw charges of indecent exposure and disorderly conduct, according to court documents. The charges stem from an incident on Lycoming Mall Drive on May 28. He has made arrangements to pay $1,497 in fines and court costs.
In another plea agreement, this one before District Judge Denise Dieter, Jordan Sheffer, 39, of Lock Haven, have made arrangements to pay $1,210 in fines and court costs after pleading guilty to a misdemeanor charge of making unsworn falsification to authorities that was filed by Lycoming Regional police and stems from an incident at National Sporting Goods, 1241 Allegheny St., Jersey Shore, on Feb. 21. A felony charge of submitting false information on a government form in order to purchase a firearm was withdrawn.
