Variety of alleged crimes lead to charges in Lycoming County district courts
Muncy man arrested following disturbance
Michael Wayne Brown, 44, of 14 N. Market St., Muncy, has been charged by borough police for threatening another man with a knife during a domestic disturbance on South Main Street on Oct. 22, it was alleged in an affidavit. When an officer attempted to take him into custody, Brown rushed past him and tried to get to the victim, but the officer deployed his taser gun before Brown reached him, police said. He was arraigned before District Christian Frey on charges of terroristic threats, resisting arrest and harassment, and jailed in lieu of $10,000 bail. He was held for court on all charges following his preliminary hearing last week.
City man faces indecent assault charge
Brian Lee Libby, 32, of 846 Memorial Ave., has been charged with indecent assault and corrupting the morals of a minor for allegedly having inappropriate contact with a juvenile teenager on Memorial Avenue on Oct. 29, according to city police. Following his arraignment before District Judge William Solomon, Libby was initially jailed, but has since been released on $25,000 bail. He waived his preliminary hearing last week.
Inmate allegedly attempted to have poison brought into county jail
In an elaborate scheme involving his son and a second inmate, Tyree Tyquan Moy, while an inmate at the Lycoming County Prison in April, attempted to have paper contaminated with bug and wasp spray brought into the jail via the mail, it was alleged in an affidavit filed by county Detective Stephen Sorage. In the document, the investigator noted that bug spray was a poison and considered contraband. In a letter to his son, Moy, 40, whose last known address was of the 1400 block of Memorial Avenue, gave him explicit instructions about how to contaminate papers with the bug spray, and that Moy, once he received the doctored papers, supposedly in a letter, could sell it to other inmates, according to Sorage. The plot collapsed because the letter was intercepted before the son received it, the detective added. Moy has been arraigned before District Judge Aaron Biichle on misdemeanor charges of attempted possession of contraband and conspiracy, and jailed in lieu of $20,000 bail.
At the time of the incident, Moy was awaiting trial on city police charges of kidnapping and robbing a female acquaintance during a carjacking in Newberry on Sept. 17, 2024. In a trial last month, Moy was found not guilty of all the charges in that case.
South Williamsport woman found intoxicated on bridge allegedly kicked officer
While on the Maynard Street bridge about 3:20 p.m. on Nov. 3, Kimberly Dawn Drzewicki was so drunk that another woman had to hold her up because she was “in danger of falling into traffic,” it was stated in South Williamsport police affidavit. When an officer attempted to take her into custody because of her intoxication, the 40-year-old woman kicked the officer hard hard in his right shin and attempted to bite his hand, it was alleged. Following her arraignment before District Judge Kirsten Gardner on charges of aggravated assault, resisting arrest, disorderly conduct and public drunkenness, Drzewicki, of 2234 Riverside Drive, South Williamsport, was initially jailed, but has since been released on $25,000 bail. At her arraignment, Drzewicki admitted she was addicted to alcohol. An officer told the judge the borough police department had 28 incidents with her over an undisclosed amount of time, and that most of the time involved the woman’s alcohol use. She was held for court Monday on all the charges.

The estimated damage to the vehicle was $1,700, borough police said. Smith, 33, of 417 Elm St., has been charged with criminal mischief.
