Sex offender back behind bars
Convicted sex offender Joshua Serrano, 33, of 325 High St., has been jailed on a felony charge of failure to register his address with the state police, according to court records filed by city police. This information only came to light one afternoon in early April after city police found him with his pants down in the 1700 block of Cherry Street, according to court records.
Taken into custody for public drunkenness, Serrano had two bags of marijuana on him, police said. Court records gave conflicting information on whether this happened on April 3 or April 4. Serrano said he was staying at the High Street residence, but he allegedly failed to register that address with state police when he moved here. It was not known how long he had been living in the area,
Arraigned before District Judge Aaron Biichle on the felony offense and possession of marijuana, Serrano remains jailed in lieu of $95,000 bail.
