County Commissioners mark their second year together
The three Lycoming County Commissioners opened their second year of working as a team to conduct the county’s business by approving several agenda items.
It was noted by first-time commissioners Marc Sortman and Mark Mussina, that they had been sworn in exactly one year ago for the first year of their four-year term. Commissioner Scott Metzger had also taken the oath of office at the same time following his re-election to the office.
Prior to the business portion of the meeting, five bids for the second group of renovations for polling places were announced. The bids received included: CK Manufacturing, $383,860; Glenn O. Hawbaker, $644,800; H&B Construction, $239,583; J&M Construction Specialties, $297,500; and Yoder Builders, $379,900.
The first contract included about 30 sites and the scope of this contract is similar, according to Forrest Lehman, director of elections.
However, Lehman added, that these are facilities that are going to be in more outlying areas as opposed to the first contract which had more facilities in the urbanized portion of the county such as in Williamsport and Loyalsock and some of those surrounding areas.
With the second contract, the bulk of the work on the approximately 74 sites will be addressed. The State Department had ordered the county to renovate polling places to make them more American with Disabilities Act (ADA) compliant.
In other actions, the commissioners approved: an amendment to the agreement with KOVA Corporation in the amount of $7,959 for licenses for the backup center; a change order with H & P Construction extending the completion date for work on the first group of polling sites; an agreement with Cardio-4dayz in the amount of $98; an agreement with Ben Darling PHD, for psychological evaluations for the Juvenile and Adult Probation; an agreement with Northampton County Juvenile Justice Center for juvenile detention at $405 per day; agreements with Forensic Fluids for oral fluid toxicology testing and with Forensic Pathology Associate/Health Network Laboratories for the Coroner’s Department; the equipment maintenance annual renewal contract with Postage Pros in the amount of $5,391 for equipment in the print shop; a lease with De Lage Landen Public Finance, LLC for the aerator at the White Deer Golf Course; an agreement with Thomas Bruno, a licensed private investigator, extending the contract to 12/31/2027; an agreement with G&G Firearms Experts; the county’s Grant in Aid in the amount of $163,838; and an amendment to the Community Block Grant Program contract with the Department of Community and Economic Development.
Four agenda items related to the county’s maintenance department were given the okay by the commissioners. They include:an agreement with Suppressions Systems, Inc. in the amount of $2,686; an amendment to the agreement with Monitronics Internationation extend the agreement from Jan. 1, 2025 through Dec. 31, 2028 for fire alarms system monitoring; an agreement with Monitronics in the amount of in the amount of $1,104 per month, paid annually, for the Premier Service Agreement Access for the Courthouse.; and an agreement with Conexus in the amount of $6,500, for HVAC system inspection and repairs.
Under personnel, the commissioners approved the following appointments at the rates of pay listed: Matthew Welickovitch, full-time deputy public defender, $85,000 per year; Rebecca Baker, emergency management specialist in the Public Safety Department. $39,994 per year; and three full-time union correctional officers at the prison, Ila Dionne, Alan Swigart and Jessica Kipp at $20 per hour. Alexis Carey was also hired as a part-time union correctional officer at the prison at $20 per hour.
The next commissioners’ meeting will be at 10 a.m., Jan. 9, at the Commissioners’ Board Room, 3rd floor, Third Street Plaza, 33 West Third St.
