17-year-old arrested for alleged involvement Randall Circle shooting

Tykir Jihad Smith, a 17-year-old senior at the Williamsport Area High School, is the latest to be arrested for his alleged involvement in the Randall Circle non-injury shooting that took place in March 2024, according to state police.

Taken into custody in downtown Williamsport about 1 p.m. Thursday, Smith, of 450 Memorial Ave., was the fourth person – and third teenager – to be arrested in the case within a 10-day period.

In an affidavit, state police Cpl. Chad Kramer alleged that Smith was one of a handful of males who traveled together to the Randall Circle neighborhood with the intention of firing shots into an occupied home in the 1500 block just before 10 p.m. on March 3.

Investigators suspect it was possibly a “retaliation shooting” after 15-year-old Ahmeen Palmer was shot and killed the night before in the parking lot of TGI Fidays on East Third Street in Loyalsock Township.

Ja’hsir Legare, 18, of Philadelphia, has been charged with the homicide and is jailed, awaiting trial.

Smith was arraigned before District Judge Gary Whiteman on five counts of conspiracy, including conspiracy to commit aggravated and simple assault, recklessly endangering another person, discharging a firearm into an occupied structure and criminal mischief. He was committed to the Lycoming County Prison in lieu of $75,000 bail.

Already arrested in the case and facing identical charges are Kharu Rorie, 16, of 2230 W. Third St., and Jayson Roselle Applewhite, 18, whose last known local address was of the 500 block of Memorial Avenue.

Police allege the man who actually fired the shots into the home was Damier Sams-Glover, 21, of Williamsport, who has been locked up on aggravated-also related charges.
