Five face drug charges in separate cases
Jocelyn Gardner-Fox, 36, of 816 Park Ave., has been jailed on charges of delivery of a controlled substance and possession of a controlled substance as a result of detectives with the county’s Narcotics Enforcement Unit (NEU) seizing an estimated 38 grams of fentanyl while executing a search warrant at her home on Oct. 9 soon after she brought the drug back here from Philadelphia, it was alleged in an affidavit. Earlier the same day, Gardner-Fox had in her possession a small amount of fentanyl when she was stopped by a detective at Sixth Avenue and High Street, investigators said. Following her arraignment last week before District Judge Aaron Biichle, Gardner-Fox was placed in the county prison in lieu of $85,000 bail.
In another NEU case, shortly after she was taken into custody in the 2000 block of Lycoming Creek Road on another criminal matter on Sept. 17, Melissa Ann Hyde admitted to investigators that there was methamphetamine in her car, and she consented to having detectives search the vehicle, it was stated in an affidavit. Detectives seized 11 grams of the controlled substance from the vehicle. Arraigned last week before District Judge William Solomon on a single felony charge of delivery of a controlled substance, Hyde was released on $15,000 bail.
In another NEU case, Philippe Safeer Koukoui Jr., 24, of 322 Locust St., has been charged with delivery of a controlled substance for his alleged involvement in the sale of 1.65 grams of cocaine involving both an informant and an undercover officer in the 1100 block of Washington Boulevard in the city on July 10. Following his recent arraignment before District Judge Kirsten Garder, Koukoui was jailed in lieu of $50,000 bail.
In another drug case brought before Gardner, Jerome Edward Quartman, 51, of 534 Childs Drive, South Williamsport, faces charges after an assortment of illegal drugs and a stolen handgun were discovered in his Chevrolet Impala as city police were executing a search warrant on the vehicle near Campbell and High streets on the night of Nov. 16, according to an affidavit. Police stopped Quartman for a minor vehicle code infraction, but when he opened his passenger window, the officers detected an odor of marijuana coming from inside the car, police said. He admitted to “smoking” at the time, police added. Convicted of felony burglary in 1993, Quartman was recently arraigned on charges of convicted felon not to possess a firearm, receiving stolen property, carrying a firearm without a licence, possession with intent to deliver cocaine as well as LSD and psilocybin, (all felonies), plus possession of a small amount of marijuana and possession of drug paraphernalia. He remains locked up in lieu of $150,000 bail.
In another drug case, already charged for allegedly selling cocaine to informants during the summer, Brennan Scott Gundrum, 28, of 1414 E. Third St., has also been charged with possession of a controlled substance for having 6.9 grams of cocaine in his possession in the 1400 block of High Street on Aug. 21, according to city police. Gundrum has waived his preliminary hearing before District Judge Christian Frey and is free on $10,000 bail.
