Bail revoked for alleged accomplice of double homicide shooter

A Williamsport woman whose then-boyfriend allegedly shot two people in a double homicide in January 2024 is headed back to Lycoming County prison after her bail was revoked by a county judge Monday.

Judge Eric R. Linhardt deemed the testimony of Sandy Camille Perez, 43, to be not credible and the testimony of two other witnesses in the bail revocation hearing to be credible.

Perez was the girlfriend of Troy Bailey Jr., 57, who is charged in the alleged homicides of Alisha Seese and Ronald Dailey Jr. on Jan. 11, 2024.

Due to a weather postponement, a local church was contacted about providing a singer for the Angel Families Unite National Day of Remembrance for Homicide Victims vigil on Sept. 26 in Brandon Park, resulting in her invitation there by the church’s pastor.

It was unknown at the time that Perez was a member of the church or its Praise Team.

Among those who were scheduled to speak at the vigil were family members of Dailey — whom Perez was prohibited from contacting under the conditions of her bail.

Perez, who faces charges of criminal conspiracy in kidnapping, receiving stolen property, obstruction of justice, tampering with or fabricating physical evidence, making false reports to law enforcement and hindering apprehension or prosecution in relation to the double homicide, told the court she had no pre-knowledge about the nature of the event.

She also testified that once her pastor told her to leave she left within three minutes, or a short time.

Linhardt said he believed testimony by witnesses for District Attorney Tom Marino were credible and Perez’s testimony was not credible.

Bridget Irwin, lead advocate for Angel Families Unite, testified Perez was asked to leave several times, but instead, she said Perez, sat down in front of a board displaying information about victims near the front row of the bandshell and then walked behind the bandshell before a group of bikers escorted her off the premises and back to her vehicle.

Nichol Sites, the sister of Dailey said she wore a T-shirt in honor of her brother and testified to being shaken as Perez stood next to the victim display board and later that Perez told her she liked her shirt and it was a good memorial shirt.

Perez told the court such conversation never occurred. Perez’ electronic monitoring bracelet indicated her presence at the event was for nearly 40 minutes. Perez was barred as terms of bail from having any contact with the victim’s families.

Surveillance video from the Michael Ross apartment complex displayed during a preliminary hearing showed Bailey handing a rectangular bag to Perez, which authorities say contained the murder weapon.

Police allege that Bailey informed Perez of his plans for the murder and dropped off evidence to her during a three-minute conversation between the two shortly before 5:15 p.m. on Jan. 11.

On Jan. 15, Bailey allegedly used another inmate’s phone ID to call Perez, repeatedly instructing her to immediately dispose of the bag he had given her, according to a prison phone call.

There were no new bail conditions set, Linhardt said.
