Brian Lee Libby, 32, of 846 Memorial Ave., Williamsport, has been charged with indecent assault and corrupting the morals of a minor for allegedly having inappropriate contact with a juvenile teenager on Memorial Avenue on Oct. 29, according to city police. Following his arraignment before District Judge William Solomon, Libby was initially jailed, but has since been released on $25,000 bail. He waived his preliminary hearing last week.
