Jessica Lowmiller, 25, of 3731 Lycoming Creek Road, lot 1, has been charged with theft and receiving stolen property for allegedly stealing another female’s cellphone from a guestroom at the Quality Inn Suites, 1840 E. Third St., in Loyalsock Township on Aug. 6, according to state police. She has waived her preliminary hearing before Whiteman and is free on $10,000 bail.
