New Jersey man charged with sexual assault

A Passaic, N.J. man was taken into custody after he allegedly sexually assaulted an alleged victim in the 1400 block of Memorial Avenue, Williamsport, on March 26, 2026, city police said in an affidavit.

Upon arrival by police, the alleged victim was visibly intoxicated, but related her belief that she may have been drugged due to the fact that she had not consumed any drugs or large quantities of alcohol.

As police entered the home, they observed a broken picture in the kitchen, vomit on the living room carpet and detected the odor of phencyclidine (PCP), court documents said.

The alleged perpetrator, Joshua, Jackson, 37, was discovered on the second floor of the residence, along with a second female.

After some time, the alleged victim told police that she had brought the two to her home. At some point, Jackson “dipped his cigarettes in something,” and began to smoke inside the residence before being confronted by the alleged victim, at which point, he went outside, an affidavit said.

She stated that she had consumed one wine cooler, but had sat it down on the countertop in between drinks.

At one point, the alleged victim came to on her kitchen floor, initially unable to stand on her own, with Jackson allegedly attempting to force himself on her while uttering sexual phrases.

After resisting, she was eventually able to flee the home and get help, according to city police.

Jackson was arraigned on charges of sexual assault and indecent assault, by District Judge Kirsten Gardner, and jailed at the Lycoming County Prison in lieu of $200,000.
