Convicted felon arrested on drug and firearm charges
Convicted felon Dominic Aaron Reynolds was arrested early Monday morning when state troopers found a handgun under the passenger seat of his BMW, which they stopped outside his home because of a vehicle code violation. Reynolds, 28, of 1212 Monroe Place, convicted of robbery in early 2017, had consented to allowing the troopers to search the car after he handed over to them a small amount of crack cocaine that was in a container in the center console, according to an affidavit.
Charged with convicted felon not to possess a firearm, possession of crack cocaine, carrying a firearm without a license, possession of drug paraphernalia plus two summary offenses, including having illegal tinted windows, Reynolds was arraigned before District Judge Denise Dieter about 3:15 a.m., two hours after the vehicle stop. During the proceedings, he told Dieter “I was just stabbed five times.” He also said he was recovering from a collapsed lung. No information was available concerning the reported assault. Reynolds was released on $100,000 bail.
Sex offender charged for failing to register with authorities
Following a preliminary hearing before District Judge Christian Frey, convicted sex offender James Henry Herb III, was held for court on two felony counts of failure to register with the state police. One count stems from Herb, 52, of Elmira, New York, failing to notify the state police after he just up and left his city apartment in the 700 block of West Third Street back in March 2024. It wasn’t until seven months later that authorities learned of his whereabouts when he was incarcerated on another criminal matter. Court records also allege that Herb, as a lifetime offender, is to undergo an annual verification process in early February with the state police regarding any changes in his address and employment status. Herb never appeared at the state police this year for his annual review, it was alleged in court documents filed by city police. Herb remains locked up in the Lycoming County Prison in lieu of $100,000 bail.
