Lycoming County district judges kept busy with variety of charges

City man faces burglary, trespass charges

Arriving at a residence in the 1600 block of Randall Circle in Loyalsock Township in the early morning hours of May 5, state police observed a man and woman screaming from an open second floor window.

Speaking with the female, she advised that Jamal Lewis Lumpkin, 38, of 727 W. Fourth St., First Floor, had entered her home as she slept, an affidavit said.

An angry Lumpkin threw the alleged victim across her bed and broke her phone when she attempted to call 911.

The alleged victim was able to obtain Lumpkin’s phone from her son and again attempted to call police when Lumpkin allegedly struck her on the left leg.

Police viewed the alleged victim’s leg, which had a red mark and raised skin, as well as her cell phone, and observed the front screen to be smashed and unable to display anything, court documents said.

Having locked all of the doors prior to going to bed, the alleged victim told police she believed Lumpkin was able to gain access to the residence through an unlocked window.

Arraigned by District Judge Christian Frey on charges of burglary, criminal trespassing, simple assault, harassment and criminal mischief, Lumpkin was remanded to the Lycoming County Prison in lieu of $25,000 bail.

City man accused of strangulation

Johnathon Richard Pedraza, 35, of 418 Third St., has been charged with simple assault and strangulation after he attacked an acquaintance around 4:30 a.m. on May 28, 2025, Montoursville Borough police allege in an affidavit.

Responding officers were familiar with the parties involved, having been dispatched to the residence in the 200 block of North Washington Street on several occasions, according to court documents.

Interviewed by police, the alleged victim stated that Pedraza had struck and choked her during what started out as a verbal argument, adding that her vision went blurry as he applied pressure to her throat.

Red marks and swelling around the alleged victim’s left eye and cheek, as well as dried blood on her cheek were observed by police, an affidavit said.

In a recording made by the alleged victim on her cell phone, and listened to by police, Pedraza can allegedly be heard slapping or hitting her.

The alleged victim stated that she wanted Pedraza arrested for the incident and he was taken into custody without incident, authorities said.

He was arraigned before District Judge Gary Whiteman and jailed in the Lycoming County Prison in lieu of $15,000 bail.

City man accused of offering teen drugs in exchange for sexual favors

Donnell Robert Edwards, 36, of 645 Hepburn St., Apt. 6, has been charged with a series of child sex crimes after a teen alleged he offered her marijuana in exchange for sexual favors, according to court documents.

Edwards first reached out to the then-15-year-old in the spring of 2024 via a Facebook friend request, and began conversing with the teen through Snapchat that following November, an affidavit said.

Donnell allegedly told the teen he was 24-years-old, when he was, in fact, 35-years-old at the time.

Though the alleged victim denied his sexual advances, Edwards allegedly sent her five pictures of his genitals utilizing the social media app.

In some messages between the two, the alleged victim agreed to engage in sexual activity with him, though she told police those messages were sent when she was with friends in order to “mess with him,” the affidavit said.

The alleged victim would meet up once after school at the store on Washington Boulevard on December 5, 2024, where the two allegedly smoked marijuana together.

During the encounter, Edwards allegedly repeatedly pressured the teen to perform a sex act on him, which she resisted, though she said the two did kiss on the lips, she told investigators, according to an affidavit.

While in his vehicle, the alleged victim observed a small black handgun in the center console, though she said Edwards never mentioned or touched the weapon, court documents said.

She subsequently left the van on her own accord and met up with her friends.

Edwards was arraigned on charges of statutory sexual assault, involuntary deviate sexual intercourse, corruption of minors and unlawful contact with a minor by District Judge Christian Frey, and remanded to the Lycoming County Prison in lieu of $15,000 bail.

Two charged with disorderly conduct following a domestic dispute

After being dispatched to 400 Lycoming St., Apt. 608 three times for a report of two women fighting, city police arrested Shadia Dest Bates-Davis and Victoria Renae Crawford, both 33, and charged each with simple assault and disorderly conduct, according to an affidavit.

During their previous visit to the residence, police warned the pair against further disturbing their neighbors, however, arriving for a third time, the women were heard screaming at each other from the hallway outside of the apartment.

Arraigned by District Judge Christian Frey, Crawford and Bates-Davis were remanded to the Lycoming County Prison in lieu of $2,500 and $7,500, respectively.

Man accused of providing false ID to city police

On the evening of March 20, city police and EMS were called to West Fourth and Campbell streets for a report of a shooting with a victim down in the street, but upon arrival, were told it was a staged shooting filmed for a movie, an affidavit said.

Police were handed a CO2 compressed handgun used to create the effect and began to gather information on the three men at the scene.

One man, later identified as 37-year-old Robert Lee McGee, allegedly provided police with a false name and birthdate.

Identifying himself after being asked several times, McGee, of Lock Haven, told police he provided the false name and birthdate because he believed he may have an active warrant out for his arrest. No such warrants were discovered by police, according to an affidavit.

McGee was arraigned on a charge of providing false identification to law enforcement by District Judge Christian Frey, and released on $2,500 bail.

City man accused of trying to set vehicle fire

A city man faces arson-related charges after he attempted to set fire to the vehicle belonging to his ex-girlfriend, an affidavit said.

Arriving to the scene on Hadley Street on May 18, the suspect, Bartholomew Odis Dixon, 39, of 959 Vine Avenue, was allegedly standing in front of a Nissan, but quickly put his hands up and approached police, stating, “you might as well just take me to jail,” authorities said.

Dixon allegedly had a strong odor of gasoline. The Nissan appeared to be covered in gas, as well, and a spot of gasoline, a piece of paper and a half-lit cigarette were in front of the vehicle, according to court documents.

The alleged victim stated that she and Dixon had recently broken up and an argument erupted as he was gathering his belongings.

The two shared a Nissan and a Dodge, with her predominantly driving the former. The alleged victim refused Dixon’s demands to hand over the keys to the Nissan, after which he allegedly said he would set the car on fire, she told police, an affidavit said.

Dixon then left the residence for a short time, later crashing the Dodge into the Nissan and allegedly proceeding to pour a bottle and a canister of gasoline on the Nissan.

Dixon was attempting to light the cigarette and paper on fire when police arrived, they said in an affidavit.

Four juveniles within the residence corroborated the alleged victim’s account, with a 14-year-old stating, “won’t that make the car blow up. He must not care about us,” according to authorities.

Arraigned by District Judge Christian Frey on charges of arson, recklessly endangering another person and simple assault, Dixon was jailed at the Lycoming County Prison in lieu of $75,000 bail.

City man arrested following domestic disturbance

Just after 2 a.m. on May 21, 2025, city police responded to a residence in the 1700 block of Memorial Avenue for a report of a man punching the wall and screaming.

Upon arrival, police were informed that ever since moving into the next-door residence, Zachary Ty Yaw, 30, of 1744 Memorial Ave., had allegedly embarked on a campaign of threats and criminal mischief against the alleged victim, her pets and property, according to an affidavit.

Police were well familiar with the situation, having been called to the residence on six separate occasions over the course of a month, all involving Yaw, authorities said in court documents.

Police attempted to calm Yaw for approximately an hour, during which time Yaw repeatedly yelled various profanities and racial and homophobic slurs.

Yaw was arraigned on charges of disorderly conduct and harassment by District Judge Christian Frey and remanded to the Lycoming County Prison in lieu of $5,000 bail.
