Williamsport man arrested for loitering around apartment building

When bicyclist Wayne Allen Matthews was taken into custody near Rose Street and Memorial Avenue on Jan. 27 on suspicion of prowling around an apartment building, the 44-year-old man had on him “a lock-picking kit, multiple knives, binoculars, dog treats, pepper spray and other items,” according to a city police affidavit. Investigators allege that Matthews, of 9 Arch St., was the same man who was seen twice loitering around the building in the 1100 block of West Fourth Street during nighttime hours Jan. 24, police said. On one occasion, a man on a bicycle approached the front of the building and “used a hat to cover a ring camera,” police said after viewing surveillance video. Before he was captured, Matthews’ alleged actions “caused multiple residents in the area to leave and stay elsewhere” out of concern for their safety, police said. Matthews, jailed in lieu $10,000 bail since his apprehension, waived his preliminary hearing this week before Frey and will face further court action on charges of attempted burglary, stalking, loitering and possession of instruments of crime.
